Egypt and South Korea Elevate Ties to Strategic Partnership, Launch CEPA Negotiations

The agreement was announced on Thursday, 8 October 2026, following summit talks between South Korean President Lee Jae Myung and Egyptian President Abdel Fattah El-Sisi at the Blue House in Seoul. El-Sisi's state visit—his first to South Korea since 2016—marked a reciprocal exchange following Lee's trip to Cairo in November 2025, which had celebrated the 30th anniversary of diplomatic relations between the two countries.

Twelve Agreements Signed

The two leaders oversaw the signing or revision of 12 Memoranda of Understanding covering a wide range of sectors, including shipbuilding, clean energy, defence, electricity infrastructure, information technology, education and cultural exchange.

The Economic Partnership Agreement

The launch of CEPA negotiations represents the most significant economic component of the new partnership. President Lee expressed hope that the agreement would "form a strong foundation for expanding economic cooperation between the two countries across a wide range of areas beyond trade and investment."

CEPA is a type of free trade agreement that promotes broader economic cooperation beyond market liberalisation, including investment and other areas of economic collaboration. The two leaders had agreed to pursue the trade pact during their summit in Cairo last year.

President El-Sisi, who met with executives of 23 major South Korean companies at a business roundtable, highlighted Egypt's interest in expanding "economic, investment, manufacturing and technology cooperation" with South Korea. He renewed Egypt's invitation for South Korean companies to establish an integrated industrial zone within the Suez Canal Economic Zone, describing it as a potential "regional production and export hub for Korean companies seeking access to Egyptian, African, European and Arab markets."

Defence Cooperation Deepens

The two countries agreed to expand defence cooperation, building on the joint production of K9 self-propelled howitzers—a project Lee described as "a successful model of cooperation."

Lee called for cooperation extending beyond weapons exports to local manufacturing and technology transfers. "We hope that defence cooperation will develop beyond simply exporting weapons systems into a mutually beneficial partnership that contributes to strengthening the Egyptian military's capabilities and expanding its industrial base," he said.

Regional and Global Issues

The joint statement affirmed both countries' commitment to working together for peace and stability in the Middle East and on the Korean Peninsula. The two sides agreed to continue strategic dialogue on issues including the Palestinian question, water security, the situations in the Horn of Africa, Yemen and Libya, and freedom of international navigation, in accordance with international law.

President Lee explained South Korea's vision for peaceful coexistence on the Korean Peninsula, stating that "creating peace that does not require fighting is the most certain and robust security." El-Sisi expressed full support for South Korea's efforts to create conditions for dialogue and cooperation.

The joint statement also welcomed Egypt's "Strategic Equilibrium" policy and South Korea's "S.H.I.N.E." initiative toward the Middle East, announced at Cairo University during Lee's visit to Egypt in 2025.

Symbolism and Ceremony

President Lee presented President El-Sisi, a cycling enthusiast who promotes bicycle use for public health, with a premium road bicycle as a state gift. The visit also featured a FA-50 light attack aircraft escort flight over Seoul airspace, welcome videos displayed on large screens at Sejong-daero and on landmarks including Lotte Tower and N Seoul Tower, and a state luncheon featuring dishes that reinterpreted Egyptian culinary traditions in a Korean style.

Broader Significance

The joint statement acknowledged Egypt's "strategic importance as a gateway to Africa" and affirmed the potential for expanding trilateral cooperation between Egypt, South Korea and African countries.

Bilateral trade between the two countries reached $874 million during January to August 2026, compared with $920 million in the same period of 2025, according to Egyptian government statistics.

President Lee expressed hope that the strategic partnership would "serve as an important opportunity to develop South Korea-Egypt ties and further strengthen our country's cooperation with Africa and the Middle East."
